The USDA publishes a free PACA license database. It tells you if a company is licensed. It won’t tell you if they’ll pay you.

Understanding the PACA Database

What a PACA License Search Actually Tells You

The USDA Perishable Agricultural Commodities Act (PACA) database is a public registry of every business licensed to buy, sell, or broker fresh and frozen produce in interstate commerce. Any company handling more than $230,000 in produce annually is required to hold a current license.

Verifying PACA status is a real, non-negotiable step. Trading with an unlicensed company means you lose the PACA trust protections that give sellers priority claims in bankruptcy. The USDA tool is free, takes 30 seconds, and everyone should use it.

But the USDA database is a compliance registry, not a business intelligence tool. It can’t tell you whether a company pays on time, has a history of disputes, or is showing early signs of financial stress. Nearly 80% of businesses report regular supply chain disruptions — and when margins are already thin, a single bad partner can have outsized consequences. That’s the gap Blue Book was built to fill.

The Intelligence Gap

Licensed Doesn’t Mean Safe to Trade With

A PACA license confirms a company meets the federal threshold to operate. It says nothing about whether they’re a good credit risk. Here’s what the free database misses — and what Blue Book delivers.

Not in USDA database

Credit Scores

A company can hold a valid PACA license and be a chronic late payer. The USDA has zero credit intelligence on file.

Not in USDA database

Payment History

Being licensed tells you nothing about how fast — or whether — a company actually pays its invoices.

Not in USDA database

Dispute Records

A company can be actively involved in PACA disputes while still showing a clean license status in the public registry.

The USDA maintains a public registry of all businesses authorized to buy, sell, or broker fresh and frozen produce under the Perishable Agricultural Commodities Act. You can search the USDA PACA license database for free by company name, city, state, or license number. It’s a useful compliance tool — but it shows license status only, not financial health or payment behavior.
A PACA license search is more basic than most people expect. It confirms whether a company is currently licensed and shows their company name, city, state, and license number — that’s essentially it. It does not show license type, commodities covered, credit scores, payment history, dispute records, or any financial risk indicators. For that, you need Blue Book.
Any business buying or selling more than $230,000 in fresh or frozen fruits and vegetables annually in interstate commerce must hold a PACA license. This includes wholesalers, distributors, importers, retailers, and food service operators. Carriers are generally exempt from licensing, though still subject to PACA trust provisions.
PACA trust provisions — which give produce sellers priority claims over other creditors in bankruptcy proceedings — only apply to licensed entities. Trading with an unlicensed company means you lose that protection entirely. Always run a PACA license search before committing to a new trading relationship.
Blue Book layers decision-grade credit intelligence, payment performance history, dispute records, fraud detection signals, and real-time risk alerts on top of PACA license data. The USDA tells you a company can trade legally — Blue Book tells you whether you should. We’ve been helping the fresh food industry trade safer and grow faster for 125 years.
